Obstacles for the transfer of sports venues from the Ministry of Sports and Youth to the private sector (Case study of Qazvin province)

Abstract
the purpose of this study is to identify the obstacles to the transfer of sports facilities from the Ministry of Sports and Youth to the private sector. The research method is descriptive-analytic. The statistical sample of the same statistical society is 145 people, consisting of deputies, managers and sports experts of the Sports and Youth Department, physical education professors of universities and managers of private sports clubs and places of Qazvin. The research instrument was a researcher-made questionnaire. Based on Cronbachchr('39')s alpha, its reliability coefficient was 0.91, and its content validity was confirmed by experts. The statistical methods used include Kolmogrov-Smirnov tests, T-single-group and Friedman tests. The amounts of variance explained by each factor indicate that economic barriers, management barriers, cultural barriers, and legal and legal barriers are ranked first to fourth. Considering that the economic and managerial factors are in higher rankings, it can be used in the field of economics by guaranteeing the profitability and profitability of investment in sport, reducing the profitability rate of private equity investment and increasing the level of investment security, In the field of management, by developing an appropriate mechanism for attracting and increasing investment in sport, reducing administrative problems in line with policies of Article 44 of the Constitution, as well as reducing infrastructure problems in the allocation of public sector sports to the private sector, the conditions for the assignment of sports facilities Provided to the private sector.
