After analyzing and formulating the evaluation matrix of the internal and external factors, finding indicated that the strategic position of development of the health system with a physical education and sport approach was in the defensive zone (WT) and the strategies necessary to keep up and upgrade Health was developed through exercise. Then, according to the strategies at the strategic meetings, to implement the proposed strategies operational plans were developed. In order for an effective strategic plan to be implemented, it must become an operationally understandable activity.
