The reliability of it is %87 which was obtained by using the methodology of the interstitial agreement. For data analysis we used the continuous comparison method in three stages: open, axial and selective coding. The results of the research showed that the implementation of strategic plans has influenced by factors of human resource development, external factors, organizational environment factors, management factors, educational factors, cultural reform factors, structural and process reform factors, and implementation mechanism. Organizations and sports federations can transmit the strategic plans to the operational stage with the step-by-step implementation of this mechanism and complete the gap between formulating and operation.
